[postgis-devel] patch: PGCONFIG -> PG_CONFIG

Hi,

attached is a very simple patch that renames the env variable PGCONFIG
to PG_CONFIG, for better consistence, matching the binary name and
compatibility with pg_buildext. I'd appreciate if that could be applied.

Further, I've tried making VPATH builds work. I got as far as being able
to build liblwgeom and libpgcommon, but am currently stuck at the
postgis sub directory. Did anybody else ever try that before?
