[postgis-devel] PSC Vote: PostGIS 3.1.0 alpha3 and PostGIS 3.0.3 release in about a week

As some may know PostgreSQL 13.1 came out today.  Sadly we are still not
ready to release a PostGIS 3.1.0.

That said I think we should at least do another alpha since we now have a
lot of GEOS 3.9 changes in place and some other non-GEOS goodies committed
since last alpha release.
After that I really would like to do a beta1.

Everyone okay with that idea.  I don't think it's necessary for a 2.4.10 or
2.5.6 release as there aren't many fixes for those.  The bulk of the changes
are for 3.0.3 and 3.1.0
