[postgis-devel] PSC Vote to drop PROJ < 6.1

While we are still early in the PostGIS 3.4.0 development.  I'd like to
propose dropping things.

I'd like to vote to drop PROJ < 6.1.

I haven't seen anyone recently running with a newer PostGIS that is running
a PROJ < 6.

6.1 I'm picking since we already have a new feature
https://github.com/postgis/postgis/pull/705

ST_TransformPipeline which requires Proj 6.1 or higher.

I also feel Proj 6.0 was pretty buggy so would rather push people to 6.1 if
they are running 6.
