[postgis-devel] "New" Website

Hi all,

I’d like to propose we change our website design to something a little closer to our old color scheme, and approve some content reorganization.

The re-work is on this branch,

I don’t want this to turn into a bike shed. “Yes” of course changes and tweaks can be made over time, but if you’re OK in principle let’s just get this in place and iterate from there.
