[postgis-users] libs not copied during install

I had the same trouble. I worked around it differently, but it would =
have been nice if configure would have determined that I did/did not =
have gmake and behave appropriately.

during make install - the libraries are not copied to the =
pgsql-install-dir/lib=20
also, it shoudn't rely on 'make' but should check for 'gmake'. make on =
my BSD system failed so i had to change all occurances of 'make' in =
Makefile to 'gmake'.
i also had proj installed in a diff directory than the system =
directory for lib, maybe it should allow for that config option as well.
