Sorry, I was out on Friday. Attached is the PG_DUMP of my nodes table
(nodescomb_2003.sql) along with the sql statements (NodeTbl_2003.sql) that I
actually used to create the table. I'm using perl to create the html file
that calls mapserv, so I copied the source (test.html) along with the map
file (WCms.map) to help you recreate the problem at your location. Let me
know if you need anything else.

Thanks to Zamil Murji for helping out with this problem the last few days.

No - thats not good.

Its difficult to debug this.  But if you pg_dump your table and send it
to me I can run it here and fix the problem.
