This sounds like you already have a libpq.dll from an earlier PostgreSQL
installation already on your system, perhaps in \WINDOWS or
\WINDOWS\SYSTEM32 which is conflicting with the installer.

The latest *release* of pgAdmin III does not contain support for PostgreSQL
8.0. You must download a current snapshot from
http://www.pgadmin.org/snapshots/win32/ in order to connect to a PostgreSQL
8.0 database.
