This may not be %100 true. AFAIR on a minor release on 7.4.X or 8.0.X (I
can't remember right now), on-disk format was changed, so everyone
needed to dump/reload the data.

So we need to change this statement to:

* DO NOT dump and restore for PostgreSQL upgrades of minor releases,
unless specified in PostgreSQL Release Notes.
