Error during gdal 3.5.3 Installation dependency libarmadillo

Hi Devrim,

I have a requirement to go with v3.3.3 for RHEL8 as of now. Is there a way
to update these packages to use the latest version of armadillo? Looks like
this is a bug to install any old version of postgis
